Medical tourism is another driver. Patients from Kashmir frequently travel to Delhi, and some go abroad for specialized treatment. Their attendant family members also need passports. When health is involved, the urgency of getting a passport appointment takes on a different weight.

Hajj and Umrah pilgrimage is a major source of passport demand in the valley. Every year, thousands of Kashmiri Muslims apply for or renew passports specifically for the pilgrimage to Mecca.
